The category field is defined as “freeform”. However, Hackage imposes a particular syntax on it and there is no shortage of people getting it wrong.

It would be nice if hpack accepted a list of categories (assumed to not contain commas) and produced the comma-separated list that Hackage expects. The current string version would still work as a purely freeform value.
