Google is dedicated to following regulations for healthcare and medicine, so product listings are expected to follow appropriate laws and industry standards. Some types of healthcare-related products can’t be listed at all, while others can only be shown in certain locations by merchants who have applied and been approved to list those products in their Google Merchant Center account.
Below are some examples of healthcare listings that are allowed in certain circumstances. You’re expected to familiarize yourself with the local law and regulations for any country your listings target.

Prescription and behind-the-counter drugs
Some prescription and behind-the-counter drugs in the United States and some prescription drugs in Canada are allowed. See a non-exhaustive list of prescription drugs or active ingredients that are monitored under this policy. Online pharmacies must meet the following requirements to list prescription and behind-the-counter drugs:
- Online pharmacies listing prescription drugs must be accredited by the LegitScript Healthcare Merchant Certification and Monitoring Program, the National Association of Boards of Pharmacy’s (NABP) VIPPS program, or the Pharmacy Verified Websites Program.
- Once certified by one of the above programs, apply for certification with Google by filling out our online pharmacy application form.
The following is not allowed:
Prescription and behind-the-counter drugs in any country except the United States and Canada are not allowed
Over-the-counter medication
In some countries listed below, only online pharmacies may list over-the-counter medication products, provided that certification is available for the country involved and they meet the associated certification requirements.
In the United States, no certification is required for the listing of over-the-counter medication.
Google does not allow merchants to offer listings for over-the-counter medication if the merchant’s country does not have a certification process.

Unauthorized pharmacies
Offering prescription drugs without a prescription is not allowed
Targeting locations where you aren't licensed as a pharmacy is not allowed
Unapproved substances
Google doesn't allow listing the following products, regardless of any claims of legality:
- All items on this non-exhaustive list of unapproved pharmaceuticals and supplements. This includes substances with similar chemical composition of the listed pharmaceuticals and supplements.
- Products that contain ephedra
- Products containing human chorionic gonadotropin (hCG) in relation to weight loss or weight control, or when promoted in conjunction with anabolic steroids
- Herbal and dietary supplements with active pharmaceutical or dangerous ingredients
- Products that imply they're as effective as prescription drugs or controlled substances
- Non-government approved products that are marketed in a way that implies that they're safe or effective for use in preventing, curing, or treating a particular disease or ailment
- Products that have been subject to any government or regulatory action or warning
- Products with names that are confusingly similar to an unapproved pharmaceutical or supplement or controlled substance
- Dehydroepiandrosterone (DHEA) except in the United States with some limitations. Please see the entry for the United States in the country-specific policy guidance section below.

Prescription opioid painkillers
Listings promoting or selling prescription opioid painkillers is not allowed. This doesn't include medication-assisted treatment (MAT) drugs for opioid use disorder that meet all other requirements for prescription drugs listed on this page.

- Online pharmacies listing prescription drugs must be accredited by the LegitScript Healthcare Merchant Certification and Monitoring Program, the National Association of Boards of Pharmacy’s (NABP) VIPPS program.
- Once certified by one of the above programs, apply for certification with Google by filling out our online pharmacy application form.
Listings for pet pharmaceuticals in any country except the United States and Canada are not allowed
HIV home tests
United States: merchants may promote HIV home tests that are FDA approved
Netherlands: merchants may promote HIV home tests that meet local regulatory requirements
United Kingdom: merchants may promote HIV home tests that meet local regulatory requirements

Options to fix
Here's what you can do if your product is disapproved or if your Merchant Center account is impacted:
Product disapproval
- Read our Shopping ads policies to learn what we don't allow.
- Update your website. If your ad or listing directs to violating content, update your website to meet all policy requirements.
- Remove the violating products. You must remove non-compliant offers from your product data feed. You’ll receive an email with details about the violations.
- Update your product data in Merchant Center. Manually update your product data or wait for your automated upload schedule to run before requesting any reviews.
- Request a review or appeal. After fixing the issue or if you believe the disapproval is incorrect, you can request a review or appeal the decision.
- Individual product review (if you fixed the issue)
- If you edit your product data via your chosen upload method (such as a file) or directly in Merchant Center, the affected products will be automatically re-reviewed.
- If you remove the violating products from your feed, no further action or review request is necessary.
- Standard appeal (if you disagree with the issue)
