The release upload globs (e.g., dcmqi-*-linux*.tar.gz) were too broad and could match leftover prerelease packages in the build directory, causing them to be uploaded to tagged releases. Use exact patterns (dcmqi-*-linux.tar.gz, dcmqi-*-win64.zip, dcmqi-*-mac-<arch>.tar.gz) for tagged releases to only upload the correct release package.
