Deprecate / re-organize ‘measures` (?)
- Potentially add ‘periodic’ & ‘aperiodic’ sub-folders within modes (?)
Q: should ‘metrics’ sub-some freq-by-freq measures (?)
- If so: can define freq-by-freq as metrics // add ‘output’ specifier to Metric (?)
Sort out measures organization
- Possible moves (?):
  - estimates -> algorithm
  - params -> modes
  - pointwise -> metrics
  - properties -> utils
get_band_peak: sort out for managing modes / parameter organization
- Fix up: hard code for parameter indexing (specparam/data/periodic)
specparam/data/periodic: check empty
