engines.vscode is pinned to ^1.96.0 in packages/vscode/package.json, and @types/vscode must match. Bumping to 1.116.0 here would re-introduce the VSIX packaging failure that 550e7bc fixed.

If we want to unlock newer @types/vscode versions, we'd need to bump engines.vscode in lockstep — that's a separate, deliberate change, not a dependabot auto-update. A dependabot ignore rule for @types/vscode pinned to the engines version would prevent this churn.
